Context

The deal came together after a group of Democrats decided to support a Republican spending package that did not include health care subsidies, which had been a key Democratic demand throughout the shutdown. On Sunday night, the Senate held a procedural vote that advanced the spending package with support from eight members of the Democratic caucus, signaling that the end of the gridlock was near.

On Monday evening, the Senate voted 60-40 to approve the spending package.
