
Stein Signs Iryna’s Law

North Carolina Governor Josh Stein (D) signed a criminal justice reform bill passed in response to the murder of 23-year-old Iryna Zarutska in August.
Context
Zarutska – a Ukrainian refugee – was murdered in August on Charlotte’s light rail by an alleged attacker with an extensive criminal history and documented mental health issues. The attacker had undergone a competency evaluation earlier in the year after claiming his actions were being controlled by something “man-made.”\
New Law
Governor Stein signed House Bill 307 last week while expressing serious concerns about its contents.
